Academy of the Ministry of Internal Affairs of the USSR Graduate Badge

Academy of the Ministry of Internal Affairs of the USSR Graduate Breast Badge (nicknamed “rhomb” due to its contour) was instituted by the Order of the Ministry of Internal Affairs of the USSR No.205 dated July 26, 1978 “On Breast Badges for Graduates of Higher and Specialized Secondary Educational Institutions of the Ministry of Internal Affairs of the Soviet Union” signed by General of the Army Nikolai Shchelokov (26.11.1910-13.12.1984), Minister of Internal Affairs, in accordance with the provisions of the Council of Ministers Decree No.1375 dated December 20, 1958 “On Introduction and Manufacture of Breast Badges” that granted each ministry and agency the right to institute breast badges for their personnel and students of departmental educational institutions.

Academy of the Ministry of Internal Affairs of the USSR was founded on November 21, 1973 on the basis of the Higher School of Internal Affairs of the USSR, and its inauguration took place on September 12, 1974 at the Pillar Hall of the House of the Unions.

According to the Statute of the Academy of the Ministry of Internal Affairs of the USSR Graduate Breast Badge (Annex 3 to the aforementioned Order), the badge was issued to those who have completed the full Academy course and have received the second higher education. Badges together with diplomas were presented to each graduate by the Director of the Academy in a solemn setting. No additional award certificate was provided. Presentation of the breast badge was certified by a record in the diploma registry as well as by an entry in the service record (personal record) of an Academy graduate. Diploma of each Academy graduate was stamped “Breast Academy Badge Issued upon Graduation” (“Нагрудный академический знак выдан”).

Academy graduate had to compensate the price of the badge to Academy authorities out of his own funds before graduation ceremony.

Description of the Academy of the Ministry of Internal Affairs of the USSR Graduate Breast Badge is cited according to the Annex 4 to the Order No.205 dated July 26, 1978:

“Breast badge has a shape of the slightly convex rhombus made up of two plates. The bottom plate is two-colored and consists of dark red (maroon)-enameled upper portion and anodized silver-colored lower portion. Upper plate is white-enameled.

Anodized (gilt) state emblem of the Soviet Union as a separate element of the badge is superimposed on its center. The second element in the shape of the open book of the same color is superimposed below, along the central axis.

The base of the breast badge is manufactured of nickel silver or tombac.

Screw is soldered to the center of the reverse, and the badge is worn attached to the uniform with a nut.

Diagonal measurements of the rhombic badge are 48x26 mm, width of the outer stripe is 2,5 mm”.

Reverse of badges was either plain or pebbled, depending on the year of manufacture. Graduate badges were produced by the Leningrad Mint and bore maker’s mark at the upper part of reverse. Two types of round nuts are known to exist: gilt and silver-colored. Both bore semi-circular inscription in capital letters: “Leningrad” (“Ленинградский”) – above and “Mint (“монетный двор”) – below.

Badges were supplied wrapped in white butter paper and packed in white cardboard rectangular boxes.

Procurement and Military Logistics General Directorate of the Ministry of Internal Affairs of the USSR was made responsible for supply of badges to the Academy.

Breast badge was worn on the right side of the tunic according to the then Police and Military Uniform Regulations for Servicemen of Internal Troops, Military Educational Institutions Personnel, Commanding and Rank-and-File Personnel of Agencies of the Ministry of Internal Affairs of the USSR.

If lost or damaged, a new badge wasn’t reissued to former graduate.

The badge in question was presented until 1992, when Academy of the Ministry of Internal Affairs of the USSR was renamed Academy of the Ministry of Internal Affairs of Russia (since January 08, 1997 – Academy of Management of the Ministry of the Interior of Russia).

The Order of the Ministry of Internal Affairs of the USSR No.205 dated July 26, 1978 “On Breast Badges for Graduates of Higher and Specialized Secondary Educational Institutions of the Ministry of Internal Affairs of the Soviet Union” has been acknowledged as disused in accordance with Paragraph 11 of the Annex to the Order of the Ministry of Internal Affairs of the Russian Federation No.1080 dated November 04, 2002 “On Recognition of Regulatory Legal Acts of the Ministry of Internal Affairs of the USSR as Null and Void”.
