“Winner of the Socialist Emulation” Badges

Unified annual all-Union “Winner of the Socialist Emulation” badges as departmental and trade union decoration were instituted by joint Decrees of four state bodies: Central Committee of the Communist Party of the Soviet Union,  Council of Ministers of the Union of Soviet Socialist Republics, All-Union Central Council of Trade Unions and Central Committee of the All-Union Leninist Young Communist League.

Winner of Socialist Emulation Badges 01The very first badge (for the year of 1973) was instituted by the joint Decree of the aforementioned bodies No.15 dated January 05, 1973, and its statute was instituted on May 30, 1973 by the Decree of the Presidium of All-Union Central Council of Trade Unions.

Introduction of the badges for the years of 1974-1976 had been executed as follows.

- 1974 badge was instituted by the joint Decree No.18 dated January 07, 1974; its statute was instituted by the Decree dated February 27, 1974.

- 1975 badge was instituted by the joint Decree No.32 dated January 09, 1975; its statute was instituted by the Decree dated March 07, 1975.

- 1976 badge was instituted by the joint Decree No.49 dated January 21, 1976; its statute was instituted by the Decree dated June 11, 1976.

“Winner of the Socialist Emulation” badges for the years of 1977-1980 were instituted by the joint Decree No.1081 dated December 30, 1976. Revised statute of the unified all-Union badge “Winner of the Socialist Emulation of the year of 1977 and the following years of the Tenth five-year plan” was instituted by the Decree of the Presidium of All-Union Central Council of Trade Unions dated April 08, 1977.

“Winner of the Socialist Emulation” badge had been awarded to the foremost industrial and agricultural workers, engineering and technical personnel, executive personnel, office workers, skilled workers, employees of research, development and other agencies who have attained outstanding results through their labour during the All-Union socialist emulation aimed at meeting and surpassing state plan for the corresponding year. Those working at factories and agencies of regional, provincial and territorial subordination, as well as state farms (“sovkhoz”) and collective farms workers (“kolkhoz”) were also eligible for decoration with the badge. Citizens of socialist countries could have been awarded as well, such decorations are known being done.

Decoration with the unified annual all-Union “Winner of the Socialist Emulation” badge was carried out under the following conditions:

- Workers of factories and agencies of federal subordination were decorated by the joint decision of a Ministry or other agency of the USSR and Central Committee of the Trade union.

- Workers of factories and agencies of federal-republican and republican subordination were decorated by the joint decision of a Ministry or other agency of the Union republic and Republican Committee of the Trade union or Council of Trade unions in the absence of the Republican Trade Committee (in case of the Russian Soviet Federative Socialist Republic (RSFSR) – by the joint decision of Ministry or other agency of the RSFSR and Central Committee of the Trade union).

- Workers of factories and agencies of regional, provincial and territorial subordination, as well as state farms and collective farms workers were decorated by the joint decision of Provincial or Territorial executive committees and Provincial or Territorial Trade union councils.

Statute of the badge was amended by the Annex to the Decree of the Presidium of All-Union Central Council of Trade Unions dated April 08, 1977 called “Statute of the “Winner of the Socialist Emulation” badge of the year of 1977 and the following years of the Tenth five-year plan”. It particularly provided that:

“1. Unified all-Union “Winner of the Socialist Emulation” badge of the year of 1977 and the following years of the Tenth five-year plan is awarded to foremost industrial and collective farms workers; engineering and technical personnel; associations, enterprises, construction sites, collective farms and state farms employees; research workers of research, development and other agencies and institutions for successful execution of tasks and socialist obligations of the corresponding year of the Tenth five-year plan.

2. Decoration with “Winner of the Socialist Emulation” badge on behalf of a Ministry or an agency and Central Committee of the Trade union is performed by the joint decision of administration or collective farm board and trade union committee of association, enterprise, construction site, collective farm, state farm, agency and institution according to the results of work during both, the corresponding year and the current year, for early fulfillment of annual task and socialist obligations”.

Lists of foremost workers worthy of decoration with the “Winner of the Socialist Emulation” badge were made at enterprises ahead of time followed by delivery of authorities’ decision to decorate those workers. Badges were awarded in a festive atmosphere at meetings of work collective. As a rule, decorations took place in the first (occasionally in the second, third or even in the fourth) quarter of the next year. However, sometimes badges were awarded in the third and fourth quarters of the current year even before the end of the reporting period.

Design of badges for the years of 1973-1975 and 1976-1980 differed drastically. However, both consisted of a bar and a roundish medallion.

Early pattern badges had a shape of a roundish medallion with four superimposed elements: partially covered cogwheel, laurel wreath open at top, four ears of wheat (at the bottom), sickle and hammer emblem (at the bottom). Red banner bearing inscription “Winner of the Socialist Emulation” (“Победитель соцсоревнования”) in gilt capital letters running in two lines was placed in the middle of medallion. Date executed in red digits with gilt border (“1974”, “1975”) or just in gilt digits (“1973”) was situated at the top of the whole composition. Medallion was attached to the bar in the shape of a red enameled bow with a five-point red star with gilt border placed in its centre.

Late pattern badges had a shape of a roundish medallion showing cogwheel with a composition inside made of laurel wreath and red banner bearing inscription “Winner of the Socialist Emulation” (“Победитель соцсоревнования”) in gilt capital letters. Space between inner rim of a cogwheel, laurel wreath and upper border of the banner was covered with white paint, while triangular space bounded by the lower border of the banner and inner leaves of the wreath was covered with blue paint. It was that blue triangle that bore date in gilt digits: “1976”, “1977”, “1978”, “1979” or “1980”. Gilt tetragonal shield bearing sickle and hammer emblem and flanked with two ears of wheat was placed at the very bottom of a cogwheel. Medallion was attached to the bar in the shape of a red enameled horizontal rectangle with gilt border and wavy surface.

“Winner of the Socialist Emulation” badges were manufactured of aluminum and were covered with cold enamel and paint. They were worn on the right side of the breast below orders and were attached to the attire with a safety pin fixed to the reverse of the bar.

Award Certificates

Awardees of the badge were issued with a twice-folded award certificate printed on a heavy paper according to a standard pattern. Documents bore first, last and patronymic names of the worker; in rare cases his or her occupation; name of issuing authorities; date of decoration.  

The following patterns of award certificates the author is aware of can be singled out.

1. Award certificates for “Winner of the Socialist Emulation” badges of 1973-1975 pattern

Winner of Socialist Emulation Badges 02Upper portion of the right page of the spread had the word “Certificate” (“Удостоверение”) and three blank lines below reserved for first, last and patronymic names of an awardee. Phrase “is Decorated with the “Winner of the Socialist Emulation” Badge” (“награжден знаком Победитель социалистического соревнования”) with indication of the specific year was printed below followed by the word “Decision” (“Постановление”) and three blank lines below reserved for indication of issuing authority.

Surprints “Minister” (“министр”) and “Trade Union Central Committee Chairman” (“председатель ЦК профсоюза”) could sometimes be found at the bottom of the page as well as facsimile of those officials.

Winner of Socialist Emulation Badges 03Rare variety of the early pattern award certificate was issued by the Ministry of Civil Aviation: its cover had dark golden Aeroflot (Soviet national airline and the largest airline in the world) logo, viz. spread wings with hammer and sickle emblem, printed above the word “Certificate” (“Удостоверение”).

2. Award certificates for “Winner of the Socialist Emulation” badges of 1976 pattern

Winner of Socialist Emulation Badges 04Upper portion of the right page of the spread had the word “Certificate” (“Удостоверение”) and three blank lines below reserved for first, last and patronymic names of an awardee followed by the short phrase “On Behalf of” (“от имени”) and five blank lines reserved for indication of issuing authority, i.e. concrete agency and trade union.

Some documents had three blank lines below reserved for first, last and patronymic names of an awardee below the word “Certificate” (“Удостоверение”), while phrase “On Behalf of” (“от имени”) and five blank lines were absent.

Winner of Socialist Emulation Badges 05However, many documents had names of ministries and trade unions being printed directly, e.g.  

“On Behalf of the Ministry of Oil Industry and Central Committee of the Trade Union of Oil, Chemical and Gas Industry Workers” (“от имени Министерства нефтяной промышленности и ЦК профсоюза рабочих нефтяной, химической и газовой промышленности”), “On Behalf of the Central Union of Consumer Societies and Central Committee of the Trade Union of State Trade and Consumer Cooperative Societies Workers” (“от имени Центрального союза потребительских обществ и ЦК профсоюза работников госторговли и потребкооперации”), “On Behalf of the State Committee for Construction and Central Committee of the Trade Union of Construction and Industrial Construction Materials Workers” (“от имени Государственного комитета Совета Министров СССР по делам строительства и ЦК профсоюза рабочих строительства и промстройматериалов”), “On Behalf of the Ministry of Industrial Construction and Central Committee of the Trade Union of Construction and Industrial Construction Materials Workers” (“от имени Министерства промышленного строительства СССР и ЦК профсоюза рабочих строительства и промстройматериалов”), “On Behalf of the Ministry of Ferrous Metallurgy and Central Committee of the Trade Union of Metallurgy Industry Workers” (“от имени Министерства черной металлургии СССР и ЦК профсоюза рабочих металлургической промышленности”), “On Behalf of the Ministry of the Automotive Industry and Central Committee of the Trade Union of Mechanical Engineering Workers” (“от имени Министерства автомобильной промышленности и ЦК профсоюза рабочих машиностроения”), etc.

3. Award certificates for “Winner of the Socialist Emulation” badges of 1977-1980 pattern

Most documents had three blank lines reserved for first, last and patronymic names of an awardee below the word “Certificate” (“Удостоверение”), followed by inscription “On Behalf of the Ministry and Central Committee of the Trade Union Decorated with the “Winner of the Socialist Emulation” Badge” (“от имени Министерства и ЦК профсоюза награжден знаком Победитель социалистического соревнования”) with indication of the specific year printed in four lines.

Winner of Socialist Emulation Badges 06Some documents had short phrase “On Behalf of” (“от имени”) and five blank lines reserved for indication of issuing authority below three blank lines reserved for first, last and patronymic names.

Winner of Socialist Emulation Badges 07The rarest variety of late pattern award certificate is that bearing phrase “On Behalf of All-Union Central Council of Trade Unions” (“от имени ВЦСПС”). Such documents were issued to foreigners.

Winner of Socialist Emulation Badges 08Scarce certificates with type-written corrected dates on cover and spread due to the lack of a correct pre-printed form are known to exist.

Winner of Socialist Emulation Badges 09According to the statute of the “Winner of the Socialist Emulation” badge, appropriate entry was to be made into the work-book of the decorated worker. However, local authorities in remote regions, e.g. in collective and state farms, sometimes departed from that rule and made no entries into work-books. As a result of their oversight holders of the badge had to bring their cases before the courts afterwards to acknowledge the fact of decoration that took place decades ago. Litigation was caused by the fact that “Winner of the Socialist Emulation” badges of all patterns are included into the list of departmental labour decorations that give their holders right to be assigned honorary title “Veteran of Labour” which in its turn implies the right to pension increase.
