“Excellent Police Helper” badge of the RSFSR was instituted by the Decree No.410 dated June 06, 1967 issued by the Council of Ministers of the Russian Soviet Federative Socialist Republic, the largest union republic of the Soviet Union. That document also adopted statute of the badge and its official description.
“Excellent Police Helper” badge was awarded to members of the People’s Volunteer Militia (Добровольная народная дружина, or Dobrovolnaya narodnaya druzhina – Soviet analogue of the US Neighborhood Crime Watch) who distinguished themselves in protecting public safety and combating crime. Communist party, labor union and Komsomol organizations of enterprises, institutions and agencies as well as district and municipal headquarters of People’s Volunteer Militia and public security authorities were entitled to apply for decoration with the badge. Badges were awarded by Councils of Ministers of autonomous republics, Executive Committees of territorial, regional, Moscow and Leningrad municipal Councils of People’s Deputies on submissions from Executive Committees of district and municipal Councils of People’s Deputies.
According to the statute of the badge, its holders were issued with “an extract from the award decree” (Paragraph 3). However, in certain cases badges were presented together with award documents.
Procedure of deprivation of the badge could be carried out by Councils of Ministers of autonomous republics as well as by Executive Committees of territorial, regional, Moscow and Leningrad municipal Councils of People’s Deputies only.
“Excellent Police Helper” breast badge of the RSFSR consisted of bar and pendant. The latter, two mm thick, had the shape of the regular tetragon measuring 20x20 mm and placed on its edge. Its obverse had gilt polished surface with diverging raised rays. One mm high vertical oval measuring 16x18 mm was placed in the middle of the tetragon and was topped with 1 mm high five-point red enameled star with thin gilt borders. Distance between edges of star averaged 6 mm. Oval was framed with two-tone gilt-edged ribbon covered with red enamel on the left and with dark blue enamel on the right. Both ribbons bore one word each, executed in gilt capital letters: “Excellent” (“Отличный”) on the red one and “Police Helper” (“Дружинник”) on the dark blue one. Gilt sickle and hammer emblem was situated in the middle of the oval covered with white enamel.
Horizontal rectangular bar measuring 21x11 mm was covered with red enamel. Its two long sides had gilt polished borders, 1mm high and 1,5 mm wide.
Reverse of the badge was either plain or had pebbled surface.
“Excellent Police Helper” badge was made of aluminum and was attached to the right side of the breast with safety pin soldered to the reverse of the bar.
Paragraph 2 of the aforementioned Decree No.410 stipulated that the badge had to be “locally manufactured in accordance with decisions of Councils of Ministers of autonomous republics, Executive Committees of territorial, regional, Moscow and Leningrad municipal Councils of People’s Deputies”. That explains existence of several variations of the badge that differ particularly in design of the bar.
